I wouldn't try to apply the new levels to the instances of them from the fusion anime, this is for when theyre used in future media

Even with Digimon that did have levels, Xros Wars was always playing pretty loose with the pre-established rules. Like, do you honestly think that something like a Musyamon should be the leader of a zone (instead of, say, Zanbamon)? Hell, guys like Neptunemon and AncientVolcamon were very early-game opponents, while Lucemon Satan Mode wasn't even at the halfway point. That should say plenty about how little they cared for the levels.
