According to Wikimon, it's Yuusei Oda, but even without hearing the voice, I have to imagine it's a big departure from Masako Nozawa.

I don't care about dubs, but I guess it can't be denied that a dub would generate sales, and thus make future games possible. Just let the Japanese version be an option. I think given Digimon's standing in pop culture, Cyber Sleuth probably could've bit the bullet and spent the money on a dub, and made those expenses back.

Also appears to be the same guy who voiced Gallantmon in Cyber Sleuth

Even as a Guilmon Yuusei Oda has a pretty different take on the character compared Masako Nozawa and Steve Blum thanks to his more mature personality, so that direction is not really the dub's fault. In both cases neither were trying to repeat Tamers' version, and while it's jarring I don't think either voice actor did a poor job with him.

As for the dub thing, while I got through CS and HM without dubs, I did appreciate being able to use either the English or Japanese voice acting in Next 0rder even though I did end up sticking with one for the majority of the game. So personally I would prefer they follow the latter's example and have an option for both rather then stick exclusively with an English or Japanese one like the former two.

not having Nozawa Masako as Guilmon kinda bummers, though. I mean, Guilmon is an iconic main character from season 3, and nearly any series which Guilmon appears if voiced it usually have Nozawa's voice (Tamers battle evo, Battle Spirits, etc) before CS. If Dukemon can have her voice in X Evo and Savers, I think it shouldn't be impossible in CS or Ne0, but I guess her routine activities with Dragon Ball kinda halted the intention to bring her again. Overall I didn't like Dukemon / Guilmon's voice in CS/Ne0. Felt quite meh and had no exact characterization.

The Guilmon in those other games was the same character as the one from Tamers. This isn't the same Guilmon
